Overview

Sri Lanka, officially the Democratic Socialist Republic of Sri Lanka, is an island country in the northern Indian Ocean off the southern coast of the Indian subcontinent in South Asia. Known until 1972 as Ceylon, Sri Lanka has maritime borders with India to the northwest and the Maldives to the southwest.

Estimated adult (aged 15-49) HIV prevalence, (%) in 2009 was <0.1 and the estimated number of people (all ages) living with HIV, was 3000.

Momentum for Integration Project

This project is co-ordinated by Family Planning Association of Sri Lanka and South Asia Regional Office (SARO) – International Planned Parenthood Federation.

Key Achievements

  • Family Planning Association of Sri Lanka (FPASL) started off with alliance building initiatives through phase wise meetings with wide range of stakeholders representing UN agencies, Government, Non Government organization, CSOs working with key population, Donor Forum, Health Cluster, World Bank, European Union and GTZ on the agenda of integration.
  • Detailed report of Rapid Assessment review was disseminated within Ministry of Health in Sri Lanka, National State AIDS Control Program (NSACP), Family Health Bureau, UNFPA, UNAIDS, WHO, and groups working with key population. In the dissemination meeting it was emphasized that activities planned to address rapid assessment recommendations need evidence based follow up. Trilingual booklet of the report summary was developed for wider dissemination.
  • Seven consultants from various fields of Gender, Global Fund, SRH and HIV were hired under the Technical hub who extended their support to FPASL in conducting trainings, workshops for CSO partners, youth and key population.
    • Capacity building trainings were conducted with a variety of stakeholders which includes representatives of key population (LGBTQI), the National STD/AIDS Control Programe (NSACP), Family Health Bureau(FHB), private health sector representatives and personnel from the Armed Forces & Police, Prisons and Municipality to actively engage and identify issues of common interest in law, policy and services for future advocacy actions. Responses and feedback received in different meetings and trainings have been documented as factsheet information.
    • The two local CSOs, DEIHREM and Prathiba Media Network have been granted with funds to carry out integration focussing advocacy at local level. DEIHREM has directed its action towards awareness generation among vulnerable youths like beach boys, 3-wheel drivers & adolescents (in and out of school). They have also developed IEC materials for wider sharing of information on SRH, HIV and need of integration.
    • Prathiba Media Network has proposed to conduct SRH HIV integration related media advocacy through workshops for Journalists; Radio programs in the Ruhuna Service of the Sri Lanka Broadcasting Corporation, publications in the “Wiparam” Newsletter and an exclusive special supplement on SRH HIV Integration.
    • Being the sub-recipient of Global Fund, FPASL works closely with CCM which helps in advocating the agenda of integration. FPASL and the Sri Lankan State Government have a history of long and mutually beneficial collaboration.
    • Capacity enhancement on proposal development is benefiting CSOs in enhancing their probability to attract donors for integration focused proposals. FPASL has reached out to a wider spectrum of audience with the message of integration through capacity building activities and dissemination of Rapid Assessment reports.
